Tragic "Black Friday" in Port Harcourt City

Tragedy struck the city of Port Harcourt today as a four storey building collapsed claiming the lives of people, report have indicated that 11 people have been saved through the intervening if the Rivers State Government who employed all emergency services and so far 26 people have been rescued and one confirmed dead.
What could be the cause of this tragedy?!? 🤷
A few witnesses claim that the tragic incident is as a result of poor quality of building materials.
This brings in my questions..
1) What could be the cause?
2) Who is to be blamed?
3) If the materials used are substandard,how do we know the standard one to use?
4) Are there agencies that should monitor these materials before they are used?
My heart goes out to the families and loved ones to the victims, may God grant you the fortitude to bear this great loss.

    For how long would the innocent continue to suffer the consequences of the misdeeds of these infinitesimal group?
